General course Description:

Access to Medicine is an international concept that calls for making available pharmaceutical drugs to people no matter where they live, whether in the US or the developing world, and is embedded in and springs from the human rights ideal that all people are entitled to a healthy environment and health care. However, the specifics of how a healthy environment is to be achieved are left unaddressed, let alone how the necessary funds are to be raised or provided to make this possible. Access to Medicine, or the provision of drugs to people of the developing world, raises a host of questions as the development, production, regulatory approvals and distribution of new drugs is labor intensive, time consuming and especially costly. Many civil society advocates of Access to Medicine do not address, or even appreciate, the daunting economics of drug development; pharmaceutical companies are not necessarily conscious of the fact that they are in a service akin to doctoring which is guided by the Hippocratic Oath; and governments are challenged by the complexity of drug development on the one hand and the demands of people for affordable health care, including drugs, on the other hand. The result has been continued tension in ethics, in law and in geo-politics. Moreover such tensions have not resulted in any generally accepted approach or method on how to develop and deliver new and better drugs at acceptable prices to people of all nations. Amidst this tension is the rapidly changing economics of the pharmaceutical industry itself. The goal of this seminar is ambitious, namely to lessen such tensions by more clearly defining the concept of, and advancing the global discourse on, Access to Medicine through interdisciplinary research and the resultant seminar papers.
